LP&L Letter Dated September 29, 1983 (W3P83-3289)

Dear Mr. DeYoung:

Enclosed for your review is the Harstead Engineering Associates (HEA) report covering the design adequacy of the Waterford 3 basemat. This is the second HEA report referred to in our letter dated September 29, 1983.

LP&L's Independent Safety Engineering Group has reviewed the HEA report for information as outlined in the previously submitted action plan. This report and the previously submitted report consider all aspects of the concrete base-mat design. This report concludes that the design of the mat is extremely conservative and finds no reason for any remedial measures or the necessity of additional analyses. The LP&L Safety Review Committee has discussed the results and conclusions contained in the report.

This submittal concludes LP&L's action as outlined in our letter of September 1,1983.

As we have discussed previously in our meetings, I.would again extend to you and appropriate members within the NRC staff an invitation to visit Waterford 3.
