D. G. Eisenhut's Letter to All Licensees dated June 27, 1984-The reference letter, which transmitted Chairman Palladino's letter of: June 14 to all licensees, states that

... March 31, 1985, is the latest date-for use of shift

. advisors."

Some members of the Utility Working-Group have expressed concern about literal interpretation of this state-ment.

In discussions with your office, it has:been confirmed that Mr. Eisenhut's statement applies to NTOL applicants now anticipating fuel load after March 31, 1985.

The Commission recognizes that a number of utilities who have received or will receive operating licenses prior to March 31, 1985 will con-

.tinue to rely on shift. advisors beyond that date to meet shift operating experience requirements.

By copy of this. letter, each member of the Utility Working Group will be advised of this understanding.
