Dear Sir:

I write regarding the recent Federal Register announcement that the N.R.C.

finds that the license amendment pennitting TMI-l to operate following the steam tube repairs constitutes "no significaat hazard." As a result of that finding, the N.R.C. would not be holding public hearings on this repair process. I am opposed to this finding and request that the public hearings be held in the Middletown area.

The repair process used at TMI-l has never before been used in a nuclear plant the size of Unit 1. Failure of this previously unproven method could, in fact, constitute a very serious hazard to the public surrounding TMI. If serious leaks developed from the primary to the secondary side in the steam

- generators, the result could be significant releases of radiation to the environment. For that reason, I find the N.R.C.s conclusion of "no signifi-cant hazard" to be wrong.

As you may know, U. S. Senator John Heinz (PA) recently urged the N.R.C. to hold hearings on the steam tube repairs for the same reasons which I cite.

I urge that you comoly with these requests and hold public hearings in the Middletown area to inform the public about the method of repair used and the precedent for using the method, as well as the expected longevity of the repair process based on the past experience with the process.
