Dear Mr. Keppler:

Reference (a) requested that the Commonwealth Edison Company provide a written report regarding visual inspections of charcoal adsorber cells for potential loss of charcoal. Reference (b) contained the results of inspections at Dresden, Quad Cities, Zion, and LaSalle along with a commitment to report the results of inspections for Byron and Braidwood when completed. Although the inspections were performed for the Byron and Braidwood sites, no record of NRC notification is in our file. Attached are the results of' those inspections.

To the best of my knowledge and belief the statements contained in the Attachment are true and correct. In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees, consultants employees and contractor. Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

ATTACHMENT COMMONWEALTH EDISON COMPANY Supplemental Response to IE Bulletin 80-03 Part I Byron Station Part II Braidwood Station

. . i ATTACHMENT - PART I BYRON STATION

1. The charcoal adsorber cells supplied to Byron Station are manufactured by the Farr Company and are model type NPP-2.
2. Farr was requested to do the inspections since they had possession of the cells.
3. Farr inspected five (5) of the Byron cells, and they found no indications of sagging screens or any other defects which might lead to charcoal loss.
4. Farr welds the screens to the casing in 1 1/2" maximum (center to center) intervals. The filters are not riveted as are the ones described in the Bulletin.
5. Based on the results of the inspection and the construction of the filter units, we do not anticipate any problems with charcoal loss from the cells.

ATTACHMENT - PART II BRAIDWOOD STATION

1. Braidwood Station visually inspected five (5) charcoal adsorber cells as required by the IE Bulletin.
2. Visual inspection revealed that the screens are spot welded to the filter frame apprrximately one idhch 0.C. There was no evidence of broken spot welds, screen frame separation, or excessive loss of charcoal.
3. The filters inspected were: FARR Model NPP-2, AACC CS-8, Cell Type II, Serial Numbers: 05460, 05461, 05462, 05463, 05625.
