IDENTIFICATION OF OCCURRENCE On October 31, 1975, the Unit-2 torus water level exceeded'the Technical Specifications limit of -1.5 inches (Tech Spec 3.7.A.l.a).

CONDITIONS PRIOR TO OCCURRENCE Unit-2 was in a steady-state condition at a power level of.2101 MUt and 693 MWe.

The High Pressure Coolant-; Injection (HPCI) system surveillance was in progress.

DESCRIPTION OF OCCURRENCE During HPCI surveillance, the' pump discharge returns to the condensate storage tank, which also supplies pump c.ue' tion. On October 31, 1975, HPCI test line isolation valve 2301-15, which! isolates the return line to the storage tank during normal operation, was n6e opened. Minimum fle.i valve 2301-14 opened
