conversion of the OSTR from high enriched uranium (HEU) fuel to low onriched uranium (LEU) fuel Gentlemon: -

In accordance with the Commission's regulations contalr.ed in 10 CFR 50.64(c)(2),

Oregon State Uni orsity (OSU) hereby submits a proposal describing our current of forts r relative to converting the OSTR frorn HEU fuel to LEU fuel. As stated in the attached letter from the U.S. Department of Energy, dated February 19,1992, Oregon State University has boon informed that Federal Government funding to begin the subject conversion is availabio during fiscal year 1992. However, the funding is contingent upon OSU's submission of a proposal to the USDOE and their subsequent approval of the proposal.

Thorofore, at the present time, wo are unable to certify that we have Federal Government funding to initiate the conversion process.

As a result of the current notification from the Department of Energy, OSU intends to submit a proposal to the USDOE requesting funds to undertake the fuel conversion offort.

When the proposal is fundod, as we assume it will be, it is our intention to submit to the NRC a proposed conversion schedule and other necessary information relating to the conversion project, as required by 10 CFR 50.64(c).

If there are questions regarding our curreat activities under the Commission's

- regulations in 10 CFR 50.64, please lot me know.

Dear Dr. Johnson:

This letter is to inform you that fundin is available during FY-92 through the U.S. Department of Energy to initiate the conversion of your reactor from HLU to LLU fuel. - It is requested, therefore, that you submit a proposal, including a detailed cost estimate, to accomplish the safety analysis phase of the conversion. The proposal should not include the costs for the new fuel, spent fuel cask rental, or fuel shipping transportation since these tasks are being handled by others.

You are also reminded that technical assissance for safety documentation review and analysis is available through the RERTR program at the Argonne National Laboratory. Your proposal should be coordinated with and reflect the degree of support to be provided by RERTR/ANL.
