ULNRC-864 DOCKET NUMBER 50-483 CALLAWAY PLANT, UNIT 1 REVISION TO TECHNICAL SPECIFICATION FIGURE 6.2-1

Reference:

ULNRC-851, dated June 29, 1984 Union Electric Company is transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-25 for the Callaway Plant, Unit 1.

This application requests that the Callaway Technical Specification, Appendix A, be revised to reflect a change in reporting for the Quality Assurance Training Supervisor. Since the majority of Quality Assurance personnel are assigned onsite, the reassignment of the QA Training Supervisor from offsite to onsite will facilitate planning, scheduling, and the conduct of QA training for QA personnel.

This organization change has been implemented at the Callaway site and has been incorporated into Revision 3 of the FSAR per the referenced letter.

Attachment 1 to this letter describes the enclosures transmitted herewith.

Enclosed is a check for the $150.00 application fee as requested by 10CFR170.21.

l This amendment request revises the Technical Specification l Figure 6.2-1 to show an organizational reporting change for the t Quality Assurance Training Supervisor who now reports to the Assistant Manager, Quality Aasurance rather than the Superintendent, Quality Engineering. This change in reporting relationships to the Assistant Manager, Quality Assurance represents no change in the responsibilities of the Quality Assurance Training Supervisor, nor does it reduce any Quality Assurance Department activity scope. The revised Figure 6.2-1 will also show an asterisk to indicate that the Quality Assurance Training Supervisor is located at the Callaway site.

Pursuant to the information above, this minor revision to

! Technical Specification Figure 6.2-1 does not adversely af fect or endanger the health or safety of the general public, and does not involve an unreviewed safety question.

.- Enclosure B SIGNIFICANT HAZARDS CONSIDERATION This amendment request is to revise the Technical Specification Figure 6.2-1 to show an organization change for the Quality Assurance Training Supervisor who now reports to the Assistant Manager, Quality Assurance rather than the Superintendent, Quality Engineering. An asterisk has also been added to indicate that the Quality Assurance Training Supervisor is located on site.

The majority of Quality Assurance personnel are assigned on the Callaway site. The reassignment of the Quality Assurance Training Supervisor will facilitate planning, scheduling, and conduct of QA training. .The Assistant Manager, Quality-Assurance, the most senior QA position-onsite, will provide direction for the QA Training Supervisor in his responsibility for training QA Department personnel. All positions involved in ~

the_ revision are indicated on Technical Specification Figure 6.2-1 and are under the overall direction of the Manager, Quality Assurance.

The Commission has provided guidance concerning the application of the standards in 10 CFR 50.92 by providing certain

. examples. (48 FR 14870) . One of the examples.of actions involving no significant hazards consideration relates to a purely administrative change to Technical Specifications. Since tha10A Department training program remains unchanged and its implementation has been f acilitated by the organization change, J-this request involves a minor revision to a previously submitted and approvec Quality Assurance organization.

This amendment request does not' involve a significant increase in the probability or consequence of an accident or other adverse condition over previous evaluations; or create the -

. possibility of a new or different kind of accident or condition over previous evaluations; or involve a significant reduction in a margin of. safety. Based on this information, the requested license amendment does not present a significant hazard.
