Dear Ms. Mulligan:

This letter follows up our second telephone conversa-tion yesterday regarding Philadelphia Electric Company's objections to your first set of discovery relating to the offsite emergency planning contentions.

I understand that you agreed that as to Interrogatory 24 the objection to responding to the portion dealing with "other emergency workers" was not a major problem, however, you could not take a final position until you reviewed the response.

With regard to Interrogatory No. 26, the Company has considered your suggested substitution of the phrase "any other indi-vidual providing back-up assistance" for the word "volun-teers," but believes that the substituted phrase is equally objectionable.

I would be happy to discuss these matters again after you have reviewed our responses.
