COMMONWEALTH EDISON COMPANY'S I ANSWERS TO INTERVENORS' SECOND SET OF I INTERROGATORIES l Interrogatory 1.. Were reinspectors in the reinspection program aware at any timo of the identity of  !

the inspector whose work he/she was ruinspecting? If so, please stato  ;

a. In what manner the reinspector was made i aware.
b. At what point in the reinspection process  ;

the reinspector was made aware.

Answel Yes, with minor exceptions. Virtually i

all types of reinspections were performed with the original inspection reports, so that reinspectors were aware of tho l initials or names of the original inspoctors. Cortain l t

reinspections, particularly reinspections of "as built"  !

I dimensions, were performod without previously-generated data from inspectors, and therefore those reinspections did not [

t provide the identity of inspectors to reinspuctors.  !

For those reinspectionn in which reinspectors worn t r

aware of the identitica of the original inspectors, the f reinspectors wore made aware of the identition before the I t

9 reinspection occurred, at the time of receipt of the re-inspection package.

Interrogatory 2. Woro reinspectors aware of the results of the original inspector? If so, please stator

Annwor " Third party review" was performod by Sargent & Lundy and by Daniels Construction personnel (duo to a shortage of S&L inspectors). Third party review was utilized only for subjectivo (i.e., visual wold inupaction) attributos and not for objectivo attributos. Such review was performod in all cason of disagroomont betwoon inspector and reinspectors, except in the rare instancos in which an attributo was dispositionod betwoon the timo of reinspection and third party review. In addition, some third party i

I

a t s review was performed at the beginning of the reinspection program in order to familiarize the third party reviewers with the program and to ensure that reinspections were properly performed by contractor reinspectors. These early i

informal third party reviews encompassed both agreed and disagreed inspections.
