! Status of NMP Commission Paper requesting an extension The commission paper is awaiting NMSS concurrence. Pilot #3, an attachment to the paper has been revised to address comments made by OAS and CRCPD. A re-draft of the charter has been sent to OAS and CRCPD for approval and will be added to the paper before going to the EDOs office.

! Status of State/NRC Working Group Members Pilots #1, #2, and #5 working groups are established with full membership with the addition of Ruth McBurney, Pearce OKelley, James Peterson, and James Lynch. Pilot #3 has one member, Cynthia Taylor, in addition to the chair, and needs four additional members to be identified. The working group of Pilot #4 will be based upon a new modality to be identified. A question was raised about Donny Dicharry serving as a member of Pilot #2 working group. Donny Dicharry is a representative of ASNT/NDTMA, not of a state or federal agency. Paul raised the question as to whether having Donny as a member of the working group could bring FACA requirements into play. Jan noted that Donny was an advisor to the working group and not a member. She also noted that the Pilot is being done by the G-34 committee and that the federal reps listed as a part of the working group also acted in the capacity of advisors. Shawn will check with NRCs OGC Office to verify that pilot #2 having Donny as an advisor does not imply need to meet FACA requirements. In the charter to Pilot #2, Jan will add Bruce Carrico as an advisor/member.

! Upcoming Briefs

-CRCPD Conference May 4-5, 2003 There will be a special topic session made at the CRCPD Conference to be held in Anaheim, CA on the NMP Pilot Projects. Paul noted that all pilot project chairs should plan to attend. STP will coordinate with OAS and CRCPD to organize presentations, along with the chairs. Jan will present a poster at the CRCPD on Pilot #2.

-OAS Conference October 14-17, 2003 A draft of the agenda for the OAS Conference includes a session on the NMP Pilot Projects.

! Progress Report of each Pilot Project

-Pilot #1 Final Composition of working group established. The first meeting of the working group is scheduled for 3/20/2003. Shawn noted that Aby Mohseni, a member of the NRC Working Group on agency prioritization will brief the group at the meeting.

-Pilot #2 Working group had initial meeting 2/25-26/2003 in Rockville. The goal of the meeting was to develop a work product plan. The group plans to meet the 3/28/2003 due date for the work product plan. There were information gathering assignments given at the meeting. Conference Calls are scheduled for the group until June. The first work product should be completed by June 30.

-Pilot #3 Revised charter to clarify that the evaluation that will be done as a part of the pilot will be of licensees and not of the State programs. Cynthia Taylor identified as working group member. OAS and CRCPD will use revised charter to request identification of other working group members.

-Pilot #4 Ruth McBurney, the chair of the Part 35 Committee is checking to see what new products and modalities do not have guidance documents being developed or available. As a back up, the working group is considering finishing the guidance to PET. A survey was taken at the OAS Conference in 2002 and a lot of people who took the survey came to Kathy and told her they didnt think about PET while taking the survey.

The group needs a discussion time to discuss new modalities. Also discussed was a suggestion that the group define a process that the states would follow to develop a guidance document, if there is no new modality identified.

-Pilot #5 In December, the group issued a revised IP and IMC 28000. Training was completed for inspectors in the regions. HRMS data for the matrix was gathered to determine what resource savings for streamlining under the new performance based process, if any. Tom asked Jan and Kathy if states are keeping the same type of data, which could help Pilot #3 on deriving efficiency. Next on plan is to revise MC and IP again by the end of March. GL inspection program under Part 31 to be included. Ti will be converted to add decommissioning inspections. Also, discussion on program code for emerging technology for those items licensed under Part 35.1000, giving it its own interval and inspection code. Plans for another meeting for stakeholders to involve inspection procedures.

Writing team to complete work in July/August time frame. FRN on procedures is coming out on a workshop to be held in Rockville. It was noted that there may be a problem letting members of the public into NRC HQ during Code Orange. It was also noted that the new member James Peterson needs to be listed as a part of the Pink/Red team on the list of working group member under the pilot.

! Additional Information

-At the OAS Board meeting, it was noted to share the notes made during the pilot project chairs monthly calls with OAS and CRCPD. Also, each chair or state

member of the working group should report on status during the OAS/CRCPD, NRC conference calls.

- Mike noted that on May 20, 2003 at the ACMUI meeting, he will give a talk on Pilot #3 to obtain feedback.

- Next meeting of the pilot project chairs will be on April 16, 2003 at 10:30AM EST.
