Vogtle Electric Generating Plant-Units 1 and 2, 50 425; HVAC Interior Duct Lining Attention: Mr. James P. O'Reilly Gentlemen:

On May 29, 1984, Mr. C. W. Hayes of Georgia Power Company reported a potential significant deficiency to Mr. John Rogge of the USNRC concerning the acoustical liner installed in some of the ductwork for the Vogtle Electric Generating Plant HVAC System. At this time, Georgia Power Company is submitting an interim report on its evaluation of this concern.

The acoustical liner is used to reduce the sound level transmitted by the air stream near large air conditioning units. The liner must remain fastened to the inside of the duct in order to perform its function. Speci-fication X4AJ01 requires the acoustical liner be secured to the duct using mechanical fasteners and adhesive.

Pullman Construction Industries (PCI) of Chicago, Illinois was con-tracted to fabricate HVAC ductwork for the Vogtle Electric Generating Plant.

During a visit to the PCI fabrication shop it was noted that some of the welded pins to be used to secure the acoustical liner were becoming se-parated from the duct wall.

It is possible that the liner could block airflow in the duct should it become detached from the duct wall. Stop Work Orders were issued for fabrication work on the acoustical liners at the PCI Shop and for the installation of duct containing acoustical liners at the jobsite pending an engineering evaluation of this concern. Georgia Power Company expects to complete the evaluation and submit a final report to the USNRC concerning the reportability of this event by August 10, 1984.
