Operating License No. DPR-50 Docket No. 50-289 Technical Specification Change Request No. 204 Integrated leak Rate Test (ILRT) and Administrative Changes in accordance with 10 CfR 50.4 (b)(1), enclosed is one (1) signed original of Technical Specification Change Request No. 204.

Also enclosed is one signed copy of the Certificate of Service for this request and pursuant to 10 CfR 50.91(a)(1), an analysis using the standards in 10 CFR 50.92 to mtke a significant hazards determination.

GPU Nuclear has provided a copy of this letter, the proposed change in Technical Specifications, and our analysis of significant hazards considerations to William P. Dornsife, the designated representative of the Commonwealth of Pennsylvania, and to the seninr officials of the township and county in which the facility is located.

This change request is required to conform the TMI-l Technical Specifications 4.4 and Bases statements for ILRT with the exemption granted by the NRC which uncouples surveillance frequency from the Inservice Inspection schedule of 10 CFR 50.55a. Additionally, administrative changes intended to add clarity and flexibility without changing the context of the existing Technical Specifications have been included.
