Units 1 and 2)
EXEMPTION I.
i Arkansas Power & Light Company (the licensee) is the holder of Facility Operating Licenses OPR-51 and NPF-6 (the licenses) which authorize operation of the Arkantas Nuclear One, Units 1 and 2, respectively (the facilities) at steady state reactor power level not in excess of 5383 megawatts thermal (rated power). The facilities consist of Babcock and Wilcox and Combustion Engineering designed pressurized water reactors (PWRs) located at the licensee's site in Pope County, Arkansas.
The licenses are subject to all rules, regulations, and Orders of the Commission.
II.
10 CFR 50.54(q) requires a licensee authorized to operate a nuclear power reactor to follow and maintain in effect emergency plans which meet the standards of 150.47(b) and the requirements of Appendix E to 10 CFR Part 50.Section IV.F.1 of Appendix E requires each licensee to conduct a full-scale emergency preparedness exercise at least annually.

By letters dated December 30, 1983 and' January 18, 1984, the licensee requested an exemption from the annual full-scale exercise requirement of j
Appendix E.
Since the last full-scale exercise was held at Arkansas Nuclear One on March 16, 1983, the next exercise was due to be conducted in March j.
of 1984 The licensee requests that the next exercise involving State and local government participation be deferred until March of 1985.

The past three full-scale exercises held at this site (March 1981, May 1982, and March 1983) have been successful, and in each case the Federal l
Emergency Management Agency (FEMA) has noted no major deficiencies. The licensee asserts that this record demonstrates serious attention to emergency I
planning and preparedness by all parties concerned.
In addition, the licensee I
points to a recent FEMA determination (letter to the State of Arkansas dated j
January 3, 1984) that based on the past record as cited in a FEMA memorandum t
dated November 28, 1983, State and local participation in a 1984 full-scale exercise is not necessary.
I The NRC staff has reviewed the record of the previous exercises and the FEMA deterinination and agrees that a full-scale exercise involving State and l,
local governments is not needed. The state of emergency preparedness at the Arkansas Nuclear One site meets applicable NRC criteria, and the deferral of 2

a full-scale exercise to March 1985 would not adversely affect emergency preparedness at this site. Moreover, as indicated by the State, granting of the exemption could allow strained local government resources to best serve 4s

Acccordingly, the Connission has determined that, pursuant to 10 CFR

50.12, the exemption requested by the licensee's letter of December 30, 1983, j
as supplemented by letter dated January 18, *.984, as discussed above, is
)
authorized by law and will not endanger life or property or the common defense j
and security, and is otherwise in the public interest.
Therefore the recuested i
j exemption from the exercise requirement of 10 CFR 50, Appendix E, Section IV.F.1.a involving the State and local governments is hereby granted.
The Commission has determined that the granting of this Exemption will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration

and environmental impact appraisal need not be prepared in connection with this action.
This Exemption is effective upon issuance.
