1984 Emergency Preparedness Exercise Schedule Docket Nos. 50-247 and 50-286
Dear Sir:
The purpose of this letter is to request a one-time extension of the licensees' time to conduct another full-scale emergency preparedness exercise at the Indian Point site until at least November 30, 1984. This request is made pursuant to the provisions of 10 CFR 50.12 and IE Information Notice No. 84-05.
he State of New York most recently participated satisfactorily in a full-scale exercise of the New York State Radiological Emergency Response Plan at the Nine Mile Point /FitzPatrick site on September 28, 1983. At the Indian Point site, off-site elements were exercised in a full-scale exercise on March 9, 1983, and remedial exercises were held in two counties on Aagust 23, and 24, 1983.
Putnam and Orange Counties participated satisfactorily in the March 9, 1983 full-scale exercise, as did Westchester County with the exception of arrangements for transit-dependent persons. Rose arrangements were satisfactorily demonstrated on August 23, 1983.
The State's interim compensating measures plan for Rockland County was successfully exercised on August 24, 1983. Following evalua-tions of these exercises in a Notice, dated October 4, 1983 the NRC accepted FEMA's September 28, 1983 finding that there is reasonable assurance that the health and safety of the residents living within a ten-mile radius of Indian Point can be protected. FEMA concluded that "an adequate level of radiological emergency preparedness has been demonstrated to protect the public in the event of a radio-logical accident at the Indian Point nuclear station". Also, we understand that tne State of I4ew York and Rockland County are in tne process of preparing revisions to the HocKland County plan for submittal to FEMA.
Tne radiological entergency response plans pertaining to tne Indian Point site, including the State's interim compensating Iwasures plan, will remain operational tnrougnout the requested exemption period. Tnus the requested extension will not adversely affect tne state ot emergency perparedness at Indian Point.
