DOCKET NOS. 50-266 AND 50-301 RESPONSE TO GENERIC LETTER 83-28, SECTION 2.2.2 REQUIRED ACTIONS BASED ON GENERIC IMPLICATIONS OF SALEM ATWS EVENTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On November 7, 1983 we provided a response to Generic Letter 83-28.
In regard to Section 2.2.2, we indicated that a Nuclear Utility Task Action Committee (NUTAC) had been established by the Institute of Nuclear Power Operations (INPO) and that Wisconsin Electric was participating accordingly.
It was also indicated that we would evaluate the recommendations of the NUTAC when-they became available.
l The NUTAC has completed their evaluation and has documented the results in a final report dated March 1984.
The purpose of this letter is to describe the results of our review of the recommendations and our plans for implementation.
The commitments herein are based on the assumption that the NUTAC recommendations will be endorsed by the NRC as an acceptable response to Section 2.2.2.
If this endorsement does not occur, we will re-evaluate these commitments and provide an additional l
response accordingly.
l The NUTAC report describes a Vendor Equipment Technical Information Program (VETIP).
The purpose of the VETIP is to integrate various information systems which presently exist in the nuclear industry with the objective being to provide improved information exchange between all facets of the industry (utilities, f O

Nuclear Plant Reliability Data System (NPRDS)
Wisconsin Electric has been an active participant in the NPRDS program.since its inception and is continuing that participation.
The NUTAC-reco' mended enhancements to NPRDS have been m
referred to INPO and the NPRDS Users Group for a feasibility evaluation.- Final Wisconsin Electric commitment to these enhancements,; of course, depends on the outcome

of thin evaluation.
Assuming.the enhancements are adopted as proposed, we take exception to the enhancement which suggests _that " preliminary failure reports" be submitted to the NPRDS. data base'..

We :believe that our methods -of reporting are in full fcompliance with'the goals of the NPRDS program and that our exception to the " preliminary failure reports" will not significantly retard our VETIP implementation.

- Significant Event Evaluation and Information Network (SEE-IN)
Wisconsin Electric presently is an active participant in the SEE-IN program.
We do, however, intend to evaluate our procedures to determine whether SEE-IN information is processed adequately.
Improvements will be implemented, if applicable, based on the results of this evaluation.
We see no problems with implementing the enhancements to SEE-IN as proposed by the NUTAC.

Control of Equipment Technical Information Wisconsin Electric will review current practices and procedures in regard to handling of incoming Equipment Technical Information (ETI), utilizing the NUTAC recommendations as the basis for this review.
Improve-ments, which may be required as a result of this review, will be implemented as appropriate to assure adequate control of ETI.
We presently believe that our handling of vendor services is in accordance with the NUTAC recommendations and, as such, anticipate no changes in this area.
To summarize, we are presently planning to implement the NUTAC recommendations with the exception of " preliminary failure reports" as discussed in Item 2 above.
The schedules for implementation, as defined in Section 4.2 of the NUTAC report, are considered achievable and we will strive to implement the above actions in accordance'with those schedules.
