DOCKET NOS. 50-266 AND 50-301 UPGRADED EMERGENCY OPERATING PROCEDURES POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In Section 7 of our letters dated April 15 and August 24, 1983, Wisconsin Electric provided a description and schedule for implementation of our upgraded Emergency Operating Procedures (EOP's).
Those submittals were in response to Mr. D. G.
Eisenhut's letter dated December 17, 1982, Generic Letter 82-33 entitled
" Supplement 1 to NUREG-0737 Requirements for Emergency Response Capability".
As you know, we are using Revision 1 to the Westinghouse Owners Group (WOG) Emergency Response Guidelines (ERG's) to upgrade our-EOP's.
At'the time of the August 24 letter, we had expected Westinghouse to issue Revision 1 to the WOG members late in August 1983.
It was not, however, issued to WOG members until November 16, 1983-Also, distribution of the last of the background material needed to revise the EOP,'s has been delayed three months from December 30, 1983 and is now scheduled to be sent out by the

WOG on March 30, 1984.
This three-month delay is resulting in a similar delay in the completion of the EOP writing effort which has been extended from February 1984 to May 1984.
However, by reworking the EOP. verification, approval, and training schedule, the final implementation of the EOP's will be delayed only one 4
month, until January 1985.
This assumes that the upgraded EOP verification and approval can be completed by August 1984 and that EOP validation and training will be completed by December j
1984.

This submittal will

This will ensure it is submitted at least three months prior to training on the new EOP's as
. required :in Supplement 1_ to NUREG-0737.-
We will continue to do all we can to_ implement the upgraded EOP's in'an acceptable and timely manner.
