the Applicants for an operating license for Unit 1 of the Clinton Power Station (" Applicants"), hereby further supple-O ments through September 30, 1983, with respect to those in-terrogatories on Contention II, its RESPONSE OF ILLINOIS POWER TO THE STATE OF ILLINOIS' SECOND SET OF INTERROGATORIES O TO APPLICANTS, dated December 15, 1981 (the " Response"), and its SUPPLEMENTAL RESPONSE OF ILLINOIS POWER TO THE STATE OF ILLINOIS' SECOND SET OF INTERROGATORIES TO APPLICANTS, dated O March 16, 1982 (the "First Supplemental Response"), as follows:

ANSWER: All information for this Second Supplemental Response was prepared under the supervision and direction O of w. connell, Illinois Power Manager-Quality Assurance.

ANSWER: Relevant documents have been made available to the State of Illinois on December 6, 7, and 8, 1983.  ;

ANSWER: Ninety-seven individuals are presently employed on the Baldwin Associates QC inspection staff.

Thirteen individuals are being trained for advanced certifications. 1. For procurement where contracts are still open, Engineering Change Notices ("ECNs") have been issued where necessary. The ECNs modify the documentation handling requirements to achieve consistency with the project documentation system.
2. For procurement where final payment has been made, Illinois Power and Baldwin Associates have de-veloped documentation checklists and are obtaining further documentation where necessary.

ANSWER: " Travelers," which are used in the fabrication and installation of items, are now generated by the Traveler O

Preparation and Review Group ("TPRG"). TPRG is a combina-tion of representatives from Baldwin Associates' Engineer-ing, Technical Services, and Quality Control. Where appro-O priate on particular travelers, TPRG will include representa-tives of Illinois Power, General Electric and the Authorized Nuclear Inspector. TPRG, as part of its review, allows for

'O the application of " hold points" and sequence steps to permit controlled inspections to take place during the performance of work.

O After TPRG generates a traveler, the traveler is sent to the Traveler Tracking System ("TTS") as the central holding area for open traveler packets in accordance with O

Procedure BAP 2.32. From TTS, the travelers are issued on an allotment basis to Baldwin Associates' superintendents to proceed with the field work. Allotments to superintendents

O are based on schedules of work to do known as " Level III Schedules." The appropriate official of each of Baldwin l Associates' Construction, Engineering, Technical Services, 10 I and Quality Control signs the Level III schedule to verify O

O

O that each can provide the manpower to support the time frames shown on the travelers.

When Construction has completed work on a particu-lar traveler, the superintendent submits the traveler to Quality Control for final acceptance in the field. Upon Quality control's acceptance, the superintendent signs the traveler to show his acceptance.

O The traveler is then forwarded through TTS to TPRG. l TPRG personnel will review all documents for concurrence to procedures, drawings, and architectural engineering design

.O documents. After acceptance by TPRG, the traveler is for-warded to the Document Records Center as a permanent plant record.

g Baldwin Associates' Quality Assurance is respon-sible for the review of permanent records in accordance with BAP 2.20. This review is being conducted under the super-vision of the manager of Baldwin Associates' Quality Assur-ance by the Document Review Group. Discrepancies are noted on Document Exception Lists (" DEL's") which must be resolved before Baldwin Associates will consider a Traveler to have been accepted. Illinois Power Quality Assurance reviews in

.O detail a percentage of the traveler documentation previously accepted by Baldwin Associates' Quality Assurance.

ANSWER: The system used to inspect safety-related pipe

C) hangers is described in BAP 3.2.5, Rev. 4, and QCI 300, Rev. 5.

[16.a. Describe the changes, if any, that IP had made in this system since the issuance of IE Inspection 50-461/81-05.]

'O ANSWER: The system used to inspect safety related pipe hangers is described in BAP 3.2.5, Rev. 4, and OCI 300 Rev. 5.

The following changes have been made to the system since the 43 First Supplemental Response.

1. Pipe whip restraints were added to the scope of Phase II inspections. Phase II inspections are

C) 2. The timing of Phase III inspections was changed from " prior to system functional testing" to " prior to system turnover." Phase III is a re-inspection O of piping systems to verify that construction of adjacent or nearby items has not resulted in damage to completed piping systems and has not caused any O physical interferences with the piping systems.

Another separate inspection is performed immediately prior to system functional testing to verify that

'O all adjustable supports are correctly set.

3. New checklists were added for inspection of Sliding-Type Supports and Multi-Directional Clamp Hangers.

() 4. Inspection criteria for the following were added or clarified:

a) Jam nuts; b) Bending of pipe clamps for field fit-up;

.O c) variable spring hangers; d) Angularity of supports attached to embed plates; e) Offset (from center of plate) for attachments to expansion anchor plates; f) Clearance between box-type supports and pipe;

O and g) Clearanca between shear lugs and pipe clamps.
5. A table was added to show the correlation between l Sargent & Lundy and the American Welding Society (O

weld symbols.

ANSWER: The maximum time span between receipt of a traveler o for hanger inspection and the completion of the final Quality Control inspection is one to two days.

ANSWER: All welders are tested and certified to weld proce-dure specifications in accordance with project procedures.

After certification, each welder is issued a copy of the

" Welding Procedure Specification Handbook" (JV-493 ) which is controlled in accordance with Project Document Control Pro-cedures. Furthermore, specific weld procedures are avail-able and controlled at various document control centers.

Technical Service Welding Inspectors check welders prior to welding. The purpose of this pre-welding inspection is to ensure that each welder has a copy of the " Welding Procedure Specification Handbook" with him when conducting welding activities.

ANSWER: Th'e method used to correlate corrective actions to audit findings is to document the corrective action taken on g the respective audit finding form. Furthermore, the Audit Team Leader's evaluation of corrective action and the veri-fication of corrective action is documented on the audit g finding form. Upon completion of these, actions, a formal close-out of the audit finding is performed by the Supervisor-Audits.
