Dear Mr'. Starostecki:
Your letter dated February 16, 1984, forwarded Combined Inspection Report 50-277/83-37 and 50-278/83-35.
Appendix A of your letter addresses two items which do not appear.to be in full
. compliance with Nuclear Regulatory Commission requirements.
These two items are restated below'along with our response.
A'.1 Technical' Specification 6.4, Training, requires operator retraining programs.
Administrative Procedure A-50, Revision 8, June 28, 1982, Training Procedure, which implements this requirement states that an operator who scores less than 80 (percent) on a section~of the annual written requalification exam'will be' required to participate in the lectures in that area the following year.
Written quizzes will be given at each lecture.
For those with mandatory. lecture attendance

who then score less than 30 on the lecture quiz, there will be supplementary training.
Contrary to the above, with respect-to the 1983 requalification program mandatory lecture series, the following conditions occurred:

One operator did not participate in one lecture and one senior operator did not participate in two-lectures in areas where they had scored less than 80-(percent) on the 1982 written requalification exams.
This is a Severity Level IV Violation (Supplement I)
. applicable to DPR-44 and DPR-56.
Response
The one operator who did not participate in one lecture will receive the lecture and will be tested in the area in which he scored less than 80 percent.on the 1982 written examination.
It is expected that this operator will receive the lecture and be tested in the area he scored less than 80 percent by May 15, 1984.
The one senior operator who did not participate in the two lectures has not exercised his license since August 1, 1983 and will not be renewing his license.
A.l.2 In nine cases, supplementary training was not completed for operators and senior operators who scored less than 80 (percent) on quizzes associated with mandatory lectures.
This is a Severity Level IV Violation (Supplement I) applicable to DPR-44 and DPR-56.

A thorough search of all requalification training records has been conducted and all licensed operators and senior operators Who scored less than 80 percent on quizzes associated with mandatory lectures will receive supplementary training and retesting.
To avoid further violations, an organizational change has been
-made in the site (Peach Bottom Atomic Power Station) Nuclear Training Section to provide an administrative support group to improve management follow-up of requalification.
