The Bulletin contained data regarding apparently fraudulent products sold by Ray Miller, Inc. and requested certain actions by licensees.

Attachments 1 and 2 of the Bulletin contained data listings of apparently fraudulent Ray Miller, Inc. products identified by the NRC.

Supplements 1 and 2 of the Bulletin contained the results of the NRC survey of_non-licensee companies that received apparently fraudulent material from Ray Miller, Inc.

Item 1(d) was looked at by CP&L in that our investigations concentrated on any materials supplied by Ray Miller, Inc.

Items 2 and 3 are not applicable for CP&L.

Bulletin Item 4 This attachment provides the report of CP&L's actions for Items i through 3.

Generic Concerns of the Bulletin The Bulletin additionally requested a review of the general concerns expressed in the Bulletin for applicability to C14L. Our review indicates that the general concerns are applicable to CP&L. As part of our review, we are investigating the possibl-e of additional inspection and testing during receipt inspection to strent le.

<A program capabilities in detection of fraudulently supplied material.

This investigation is scheduled to be completed during the first quarter of 1984. Carolina Power & Light Company will submit a report desc ribing resulting therefrom by June 1, 1984.

Carolina Power & Light Company was not identified in Supplement I as an end user or secondary recipient. Carolina Power & Light Company was identified in f

b Supolement 2 as a secondary recipient. The NRC notified CP&L, per letter dated November 9,1983, that a non-licensee company, Forma Scientific, Inc., had identified CP&L as a secondary recipient of apparently fraudulent material purchased from Ray Miller, Inc.

Results of subsequent investigation by Forma Scientific, Inc. determined that no Ray Miller, Inc. material was supplied to CP&L. Forma Scientific provided the NRC with this information by copy of a letter dated February 3,1984.

Conclusion At this time, no Ray Miller, Inc. material has been determined as being supplied to CP&L.

If CP&L identifies or receives any notification involving the preefsion 4,

of Ray Miller, Inc. supplied material at Brunswick Steam Electric Plant, Shearon

Harris Nuclear Power Plant, or H. B. Robinson Steam Electric Plant, CP&L will notify the NRC and initiate appropriate action.
