Georgia Power Company (GPC) provides the following response to I6E Bulletin 83-07, concerning apparently fraudulent materials sold by Ray Miller, Inc.
Action items 1 through 3 of. the reference Bulletin applied to nuclear power facilities holding an Operating License. Our responses to these items are as follows:
Item 1.
(a) Attachment 1 to this letter lists companies identified in Attachments 1 and 2 of the reference Bulletin which were found to be GPC suppliers, and shows which of these companies supplied materials or services to Plant Hatch. Four companies on the list have not responded to our inquiries, and one company has supplied only a partial response. A supplement to this Bulletin response, addressing Items 1 through 3, will be issued if it is subsequently
.detennined that any of these non-responding companies supplied Ray Miller, Inc. materials to Plant Hatch.
(b) As identified on attachment 1, RECO Industries, Inc. provided apparently fraudulent Ray Miller Inc. materials to Plant Hatch.
(c) 'Ihe material- supplied by RECO Industries was used in the Decontamination Solution Concentrators (part of the radwaste system). This system is non-safety related and has never been used.
(d) Our- review identified three GPC Purchase Orders issued directly to Ray Miller, ~Inc. , dated November 1, 1971, Febniary 24, 1972, and November 20, 1973. These purchase orders were for commercial grade
. equipment with no quality assurance requirements, and as such could not ' have been used in any safety related system. A review by warehouse personnel indicated that these parts were no longer in stock.
