Beaver Valley Power Station - Unit No. 2 Do cket No. 50-412 Supplement No. 2 to USNRC IE Inspection Report No. 50-412/82-01 Gentlemen:

The purpose of this letter is to prov ide the Be aver Valley Power St ation Unit No. 2 (BVPS-2) position and actions to be taken concerning Class 3 but t-welded valves and Class 3 pipe to fitting but t welds in relation to Reference 2.

'Ihe weld surf ace profile requirements identified in response to Nuclear Regulatory Commission (NRC) Infract ion Notice 82-01-01 (Reference 1) and, as stated in Reference 2,

have been reviewed fo r implement at ion on existing welds.

As of February 1,1984, the site review has ident ified 752 ASME III Cla s s 3 pipe-to-fitting, fi t t ing-to-valve, and pipe-to-valve welds requiring reins pect ion.

Of these,130 were inaccessible due to either their encased or buried loca t ion.

The 622 accessible welds were ins pect ed and 48 were judged to be un ac cept ab le to the criteria outlined in Reference 2.

A final review to assure that af fected welds requiring reins pect ion are ident ified is being implement ed.

The results of this final review will be made available to the NRC Resident Ins pect o r.

ASME III Class 1 ani 2 but t welds were not ins pe ct ed.

The radio-graphic ins pe ct io n requirement s fo r these welds dict at ed a surface pr ofile which would be free of this notch condition.

Typically, the unacceptable welds did not exh ibi t a visually discern-ible radiu s at the toe of the weld around the full circumfe rence of the joint.

On fittings, this is largely due to their having an eccentric as-formed out s ide-di amet er surface with res pect to the top of the weld erd pr eparat ion.

Since the weld metal normally would only fill the end prepara-

t. ion area, the weld reinforcement crown would blend into the higher-abut ting and tapered surf ace for a portion of the joint. On valves, this condition is attributed to the welder's technique in completing the weld's cover pas s.

In bot h instances, the weld surface profile is cons ide red to be ac cept ab le to ASME III for as-welded conditions.

In all ins tances, these welds have pas sed the Code-required MT or PT examinations.

  • .Mr.. Richird W. Sterostecki Page 2 The workmanship standards given in Reference _2 have been incorporated into the Field Fabrication and Erection of Piping Specification 2BVS-920.

The following act ions will be taken to addr es s past weld surface profiles which do not meet the criteria outlined in Refeence 2:

1.

_ Class 3 butt-welded valves, all of which are ac ces sib le, which do not meet the new criteria will be reworked to meet the new specification requirements.

2.

The Class 3 pipe-to-fitting butt welds are to be accepted as is.

In support of this as ses sment, the existing Class 3 piping de s ign

. requires stress intensification factors - to be applied at fittings but not at valves.

The stres s intensification facto rs required by ASME III ND/NC-3672 range typically - between 1.3 and 4. 5_ fo r the Tee and Ell fittims, thus requiring the maximum allowable moment loadings to ' be reduced by the amount of the facto r. The butt weld fittings being in close proximity to the stress intensified portion of the fitting results'in lower stress levels at the butt

Since the fitting s' eccentricity and excess base metal tend to increase with increasing diameter, along with the stress int ens ificat io n f ac to rs, the - currently required s tres s int ens ification factors for fittims also suf ficiently of fset potential weld surface conditions at their connect-ing butt welds. Existing calculations will verify this position.
