Dear Mr. Fuller:

This is in response to your *1etter dated March 28,1983. expressing your concern regarding the Saxton Nuclear Engineering Corporation (SNEC) reactor facility.

Since its shutdown, the SNEC facility has been maintained in a safe storage, mothballed mode consistent with our decommissioning regulations in 10 CFR 50.EE anc Regulatory Guide 1.86, " Termination of Operating Licenses for ' '" -

Nuclear Reactors." We have not received any recent. correspondence from the SNEC with respect to dissantling the.SNEC facility. However, a recent -

conversation with a representative of SNEC indicates that they -have completed a stucy of dismantiing costs and that they plan to request authorization to dismantle the Saxton f acilitj durine the latter 1950's.

One issue of importance to us in our review is that the dismantling.be accorolished in such a manner that potential releases of radioactivity wili os acequately controllet. Reactor dismantling generally involves ciscantling of the radioactive structures inside the reacter containment buildine prior to removal of'the building itself. The containment building provides a principal barrier that prevents the transport of any radioactive dJst into the environment that may be produced when removing the various internal reactor systems or shieldi,ng. The SNEC -
