Introduction This report addresses ITT Grinnell Figures 306 and 307 mechanical snubbers supplied to the Midland project with potential interference problems. Interference may occur at the pipe clamp and/or between the shock arrestor pivot mount and rear bracket.
Description of Concern ITT Grinnell Figures 306 and 307 mechanical snubbers require an included angle cone of action to the pipe clamp axis to accommodate anticipated piping movements relative to the supporting structure.
Grinnell has informed Bechtel that for Figures 306 and 307 enubbers manufactured before April 1980, the included angle of the cone of action l
may be less than the design angle, gu_mmary of Investimation and Historical Backaround As discussed in the reference, ITT Grinnell has investigated the subject concern and determined the following.
1.
All mechanical snubbers produced and shipped by ITT Grinnell before October 1978 should be reviewed to assure sufficient clearance.
l' 2.
All mechanical snubbers produced and shipped by ITT Grinnell after Apell 1980 are acceptable based on design changes incorporated at that time.

Mechanical snubbers produced and shipped by ITT Grinnell between October 1978 and April 1980 may exhibit a reduction of the included angle come of action, particularly:
a.
All mechanical snubbers that incorporate welded rear brackets; and
- b. ' size 3 and 35 pipe clamps t
Analysis of Safety Implication The potential interference (s) could restrict the pipe movement more than that considered by analysis. This could lead to piping stresses beyond Code limits and possible impairment of system safety function.
Probable Cause The probable cause of the interference (s) has been traced to two sources:
1.
Oversize shop weld (s) between the lugs of the ITT Grinnell rear bracket 2.
Excessive edge distance on the ITT Grinnell-manufactured pipe clamps Project engineering shall obtain from ITT Grinnell an explanation of the l
l' root cause and a plan for corrective action to preclude recurrence of the subject deficiency before the next report is issued.
Corrective Action Bechtel engineering has initiated a nonconformance report (NCR) to identify and track this deficiency. All mechanical snubbers (including ITT Grinnell Figures 306 and 307 snubbers) with potential interference problems furnished to the Midland plant will be inspected during the construction Completion Program (CCP) for pipe supports. Project engineering has provided appropriate inspection criteria for this inspection. Nonconforming snubbers found during inspection will be documented on the hCR, and appropriate corrective action will be taken.
