Byron Generating Station Units 1 and 2 Groundwater Monitoring NRC Docket Nos. 50-454 and 50-455

Dear Mr. Denton:

This is to provide information regarding the groundwater monitoring program at Byron Station.

NRC review of this information should make unnecessary License Condition 1 contemplated in the Byron SER.

Enclosed is the Byron observation well monitoring program annual report for 1983.

The data collected during 1983 indicates that ground-water level in area of concern 11 is less than 809' MSL, well below the 850' MSL level at which contingency plans might be needed.

In addition, the soil observation wells have been dry for all 1983 which indicates no presence of perched goundwater above the bedrock.

We believe that further groundwater monitoring is unnecessary to cddress the liquifaction issues discussed in section 2.4.6 of the Byron SER.

Accordingly, no technical specifications are being proposed in this area.
