Dear Mr. Keppler:
The purpose of this letter is to inform you of our decision to discontinue the assignment of an additional management individual to oversee the activities in the Control Room.
This decision has been discussed with Messrs. Walker and Guldemand of your staff.
The position was implemented due to a commitment made in respond-ing to Inspection Report 50-373/83-34.
The duties and responsibilities of the position are outlined in Reference (a).
In part, the letter states "the need for the additional management individual....will be re-evaluated upon completion of the Unit 2 deferred pre-op program and at initial criticality of Unit 2."
The Unit 2 deferred pre-op Test program has been completed, as has the initial criticality on Unit 2.
As the result of achieving these two milestones, the work load in the Control Room has been decreased significantly.
It should be noted that a station overview function has been established as identified in Reference (b) as part of the Commonwealth Edison Company Regulatory Performance Improvement Plan.
In summary, based upon the decreased work load on Unit 2 result-ing from completion of the deferred pre-op test program and achieving initial critical, the Control Room overview function (Reference (a)) has been terminated.
The station management overview function identified in the CECO Regulatory Performance Implement Plan (Reference (b)) is unchanged.
