'k*~4 ATTACHMENT A With IE Bulletin 83-07 the NRC provided to licensees listings of Ray Miller. Inc. customers who had received apparently fraudulent materials. Two supplements were later issued identifying secondary recipients and end users of the apparently fraudulent materials.Bulletin 83-07 requested licensees to review the listings and to determine if any of the apparently fraudulent i
3 materials were supplied for use in their facilities.
If any Ray Miller. Inc.
l materials were identified, licensees were requested to follow additional action items outlined in Bulletin 83-07.

listings and has determined to the beet of our abilities and knowledge, that j
none of the apparently fraudulent Ray Miller, Inc. materials were ever provided to or used at the Indian Point 3 facility during the Authority's I
ownership of Indian Point 3.
Companies who had provided services and/or materials to the Authority'and whose names appeared on the NRC supplied listings were contacted.
In addition, all past and current suppliers of pipe, 1
i fittings and flanges were contacted. The Authority has received confirmation from these companies that no direct or indirect purchases of Ray Miller, Inc materials were made for use at Indian Point 3.
An in-depth purchase order l
audit revealed that no direct purchases of Ray Miller. Inc. materials were made during the Authority's ownership of Indian-Point 3.
The Indian Point 3 facility was acquired by the Authority from the Consolidated Edison Company in 1975. Two Plant Completion Items (PCI's) were-identified by Consolidated Edison as having been accomplished during their ownership of Indian Point 3 that incorporated components supplied by Ray Miller, Inc. The PCI's involved non-safety related controllers and used fittings supplied by Ray Miller, Inc. Although the-Ray Miller, Inc. materials were installed in non-safety related systems, an in place physical inspection was performed. No evidence of physical tampering or items of noncompliance l
were identified. No other Ray Miller Inc. supplied components were identified by Consolidated Edison.
i Based on the above findings, no further action is required by the Author-ity on_IE Bulletin 83-07.
