50-259/83-38, -260/83-38, -296/83-38 for our Browns Ferry Nuclear Plant. We believe this supplemental response adequately addresses corrective actions as required by 10 CFR 2.201.

l ENCLOSURE SUPPLEMENTAL INFORMATION - NRC INSPECTION REPORT NOS.
50-259/83-38, 50-260/83-38, AND 50-296/83-38 RICHARD C. LEWIS' LETTER TO H. O. PARRIS DATED NOVEMBER 9, 1983 Appendix A Item A (259, 260, 296/83-38-02) 10 CFR 20.203(f) requires, except as provided in 10 CFR 20.203(f)(3),
that each container of licensed material shall bear a durable, clearly visible label identifying the radioactive contents. This label shall bear the radiation caution symbol and the words:
" CAUTION: RADIOACTIVE MATERIAL" or " DANGER: RADIOACTIVE MATERIAL." It shall also provide sufficient information to permit individuals handling or using the containers, or working in the vicinity thereof, to take precautions to avoid or minimize exposures.
Contrary to the above, a closed 55-gallon drum which read 30 to 65 millirem per hour on contact was observed unlabeled on September 13, 1983, on the 565 elevation of the Unit 1 Reactor Building.
This is a Severity Level IV Violation (Supplement IV).

Co.rective Steps Which Have Been Taken and the Results Achieved Initial corrective action for this violation consisted of distributing a copy of the inspection report to health physics personnel to make them more aware of potential health physics problem areas and of the need to properly follow procedures. In addition to this initial corrective step, the results of the report have since been discussed at a communications meeting with health physics personnel.

Corrective Steps Which Will Be Taken To Avoid Further Violations Additional corrective steps are being taken to minimize the potential for future recurrence. A copy of the inspection report will be reissued to each health physics technician to emphasize the importance of tagging and labeling requirements. A health physics checklist is being prepared and will be distributed to all appropriate plant management sections. This checklist will be used by plant management to perform routine inspections of in-plant activities and will include checks for the proper tagging of containers filled with radioactive materials.

Date When Full Compliance Will Be Achieved Full compliance will be achieved March 15, 1984, when the checklist will be prepared and implemented.
