POINT BEACH N.UOLEAR PLANT RESPONSE TO INFORMATION REQUEST NO. 74-1 Supplementing our letter of February 8 and in parti-cular reference to the last paragraph of RO Information Request 74-1, there is one containment liner bulge on Unit 1 at Point f

Beach Nuclear Plant that we believe would be pertinent to your inquiry.

This bulge area has a 7/8 inch outward and a 3/8 inch inward deflection above the "B" feedwater penetration in Unit 1.

It was first observed during the annual liner inspection in October, 1972.

It has been investigated by Bechtel Power Corporation, the designer of the Point Beach liners, and is the subject of Bechtel Report " Investigation of the Containment Building Liner Plate at the

'B' Feedwater Penetration Location".

It is the conclusion of this investigation that the bulge occurred from fabrication before the placement of concrete.

The report recommended that permanent reference brackets be in-stalled over the bulge to verify that it is not moving at this time.

Since the installation of these brackets and initial monthly reading in October, 1973, no significant movement of the liner has been observed.

We will continue to take these measurements through September, 1974.

If no significant movement is detected, the monthly program will be discontinued and the measurements will be made only during the normal annual liner surveillance.

If other areas of excessive liner bulging occur, we will inform you further.
