POINT BEACli ImcLEAR PLANT OPERATIONS GROUP SIIIFT MAKEUP BELOW MINIMUM (NOMINAL) NUMBERS FOR A BRIEF PERIOD The Point Beach Nuclear Plant Technical Specifications do not specify the following event as reportable as an abnormal occurrence under Section 15.1.a, nor is it described as report-able under Section 15.6.6.3, which specifies thirty day report-ing requirements.
The report is therefore being filed for in-mnH nnal nurnoses.
The event in question involves a subject which has been a matter of recent correspondence and discussion between the AEC and Wisconsin Electric Power Company, namely, the main-taining of the nominal size of the Point Beach operating group shift, now described as the minimum operating group shift (see Technical Specification Change No. 5, License No. DPR-24 and Change No. 9, License No. DPR-27) under emergency conditions.
On April 28, 1974, a Sunday, Unit 2 at Point Beach Nuclear Plant was at power operation.
Unit 1 was in a refuel-ing shutdown condition.
Fuel was not being moved in Unit 1 at this time nor was any work activity in progress on this unit.
The operating shift at the time consisted of one Duty Shift Supervisor (SRO), one Operating Supervisor (SRO),
two Control Operators (RO), and two Auxiliary Operators (unlicensed); a total of six persons.
At approximately 8:20 A.M. on the above date, the on-shift Operating Supervisor received an urgent telephone call regarding a seriously sick person in his immediate family.

,I Mr. John F. O' Leary May 16, 1974 The Shift Supervisor granted permission for the Operating Supervisor to leave the plant and immediately made arrange-ments for a replacement.
The replacement, an Operations Group Technical Assistant and licensed senior operator, ar-rived on-site and took up the Operating Supervisor's duties at 9:15 A.M.
The period of 55 minutes in which the position of Operating Supervisor was not filled poses a violation of the newly imposed Technical Specification Changes Nos. 5 and 9.
In reviewing this informational report, we believe it pertinent that you refer to our letter of March 18, 1974, to Mr.
D. J.
Skovolt which describes the practical difficul-ties required to be met when abnormal or emergency staffing situations arise and our recommendation as to how best to moet such situations.
