Dear Mr. Collins:

This letter is to propose ~ changes to Section 4.4 of the Fort St.

Vrain Technical Specifications. This proposal supersedes that of Reference (1), which was made in response to a commitment made in Reportable Occurrence 83-001 (Reference (2)) and an unresolved item addressed in I & E Inspection Report 82-31 (Reference (3)). The additional changes are in response to various NRC comments on the previous submittal.

A summary of the proposed changes is provided in Attachment 1, and the changes themselves are provided in Attachment

2.

contains the "Significant Hazards Considerations" analysis of the proposed changes.

~2-In accordance with the provisions of 10 CFR 170, we believe that the proposed changes are amendment fee Class III since they.are deemed to involve no significant hazards considerations.
