Dear Sir:
Section IV.F of Appendix E to 10 CFR 50 requires that an emergency preparedness exercise be conducted (at least) annually..The Authority conducted a FitzPatrick full-scale exercise on August 11, 1982.
A second small-scale exercise was conducted on October 12, 1983.
In both cases, the Authority applied for and was granted schedular exemptions from the requirements of Section IV.F of Appendix E.
The first of these two exemptions (Reference 1) extended the deadline for completion of the initial exercise to September 1, 1982.
This exemption specifies that the second annual exercise be conducted before April 1, 1983.
The second excmption (Reference 2) rescheduled the deadline for the completion of the second exercise to October 15, 1983.
This exemption did not specify a date for the third exercise.

However,.another interpretation of Section IV.F of Appendix E is.possible which could result in a judgement that the AuthorityJis not in compliance.
Tnerefore, to eliminate
-this possibility, the Authority nereby requests an extension of the deadline for completion of the third annual FitzPat, rick emergency preparedness exercise to AugustJ31, 1984.
.Tnis request is filed in accordance with the provisions of 10 CFR 50.12.
The. Authority further requests that this date (August 31,
~1984)fbe designated as the date to be used for the
. computation of all future exercises.
This provisiin will obviate future senedular extension requests like tiis one.
These exercises require the ' participation of many E eople
- from several organizations.
