Revised Commitments on Assistant Shift Supervisor

Gentlemen:
i Toledo Edison (TE) is submitting this letter to inform the Nuclear i
Regulatory Commission (NRC) of its.ntention to revise commitme.nts i
relating to the position of the second Assistant Shift Supervisor assigned operating shifts at the Davis-Besse Nuclear Power Station
[
(DBNPS). %e revised. commitments v!11 allow TE the flexibility to 4
effectively utilize its manpower while still meeting its commitments relating to on-shift operations staffing.
By letter dated October 13, 1986 (Serial 1-674), TE provided its re-sponse to the Davis-Besse Study Group Report issued by the NRC on May 30, 1986 (Log 1-1394). In this letter, TE took credit for having two Assistant Shift Supervisors on each operating shift. The second Assistant Shift Supervisor was "to help with in-plant monitoring and supervision as well as accomplishing paperwork." Over time, the second Assistant Shift Supervisor has assumed additional responsibilities in such areas as fire protection, emergency preparedness, plant monitoring, i
and administrative controls.
On June 8, 1995, Toledo Edison management met with the NRC to discuss r
various topics, including current and future staffing levels for DBNPS, and commitments relating to the proposed staffing reductions. The NRC Resident Inspector has also been appraised of our intention to have the flexibility to reduce the numbers of Assistant Shift Supervisors at a later date if so desired.
. Toledo Edison has reviewed the role of the second Assistant Shift Supervisor in the current environment at the DBNPS and determined that j
the conditions that necessitated that role do not presently exist. The I

vorkload have diminished such that one Assistant Shift Supervisor can perform the required duties. Toledo Edison vill continue to meet the I
current Technical Specifications for the control room staffing, which i
require only one Assistant' Shift Supervisor, and its other regulatory commitments.
