Dear Mr. Keppler:
This letter is in respcase to Mr. C. J. Paperiello's letter dated February 10, 1984, which forwardeC the subject Inspection Raport of the routine safety inspection conducted by yaur staff at the Donald C. Cook Nuclear Plant during the period January 23-27, 1984. The Appendix attached to Mr. Paperiello's letter identified two emergency preparedness " Exercise Weaknesses". The following is in response to the indicated weaknesses:
WEAt: NESS 1 The transfer of functional responsibilities and command and control from the Control Room to the TSC and then to the EOF should be formalized in the procedures. Announcements should be made to appropriate facility staffs as these transfers are made.
RFSPONSE TO WFAKNESS 1 The D. C. Cook Nuclear Plant Emergency Implementing Procedures PMP 2081EPP.020 titled " Activation and Operation of the Technical Support Center (TSC) " and PMP 2081EPP.022 titled " Activation and Operation of the Emergency Operations Facility (EOF)" will be revised to include more specific instructions to follow when the turnover occurs from the Control Room to the TSC and then to the EOF.
These procedures will also require the announcement of the turnover and a clear statement of responsibility as the transfer is made.
Approval of the procedure changes is schedu?ed to be completed by September, 1984. Once the changes are incorporated, they will be included in our regularly scheduled drills and exercises.

WEAKNEds 2 The interaction between the licensee and the State of Michigan involving the development of protective action recommendations should include communicaticn between the parties. This area will be examined during the next exercise in which the State of Michigan participates fully.
RESPONSE TO WEAKNESS 2 A workshop with the Michigan Department of Public Health (Radiological Health Division), the NRC Region III, Detroit Edison Co., Consumers Power Co., and I&MECo. is scheduled for March 8, 1984. During this workshop, we plan to discuss how the development of protective action recommendations will be communicated between

the State of Michigan and the respective licensee.

1 Based on the workshop discussions and our own reviews, we plan i
to revise the D. C. Cook Nuclear Plant Emergency Implementing Procedure PMP 2081EPP.004, titled " Protective Action Guides and Protective Actions". The procedure will be revised to define the objectiven and responsibilities which uill be used to assure the developn.ent of protective action recommendations are appropriately and timely commmunicated between the State of Michigan and ourselves. The procedure is scheduled to be revised by September, 1984.
This document was prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
