On January 24, 1995, we submitted Technical Specifications Change l
Request 176, " Administrative Changes."
The prop.' sed changes l
modified Technical Specifications Section 13.6.I.
" Review and l
Audit," and Section 15.7.8, " Administrative Controls," by removing Quality Assurance audit frequencies, removing Section 15.6.5.4,
" Emergency Plan Reviews," and extending the radioactive effluent reporting period from semiannual to annual.
Included in the submittal was the removal of fire protection program audit frequencies.
In response to you'r comments during telephone conversations on February 9 and 16, 1995. we modified our request j
on February 24, 1995, by withdrawing the proposed changes to Technical Specification 15.6.5.3, " Fire Protection Audits," and retaining existing Specification 15.7.8.2.C regarding the transmittal of audit reports.
We also changed an incorrect reference in Specification 15.7.8.1,
" Duties of the Manager's Supervisory Staff."
During a telephone conversation with NRC Staff on March 22, 1995, we were advised that approval of our request could be granted only if we committed to placing the associated audits and current audit frequencies in the Point Beach Nuclear Plant (PBNP) Quality Assurance Plan.
The PBNP Quality Assurance Plan is contained in I
PBNP Final Safety Analysis Report (FSAR) Section 1.8,
" Quality Assurance Progran."
On April 7, 1995, we concurred with your request by adding a description of the affected Technical Specifications audits, along with the audit frequencies, to FSAR Section 1.8.18, " Audits," as part of our 10 CFR 50.54 (a) (3) submittal.
None of the audit frequencies were changed in this submittal.
It is our understpnding that once the audits and associated frequencies are placed in the FSAR, we will then have the option to revise the audit frequencies under 10 CFR 50.54(a)(3),
