Dear Mr. Spessard:

Enclosed is a copy of the final exercise report for the I September 13-14, 1994, full-participation plume exposure and ingestion pathway joint exercise of the offsite radiological emergency response plans site-specific to the WNP-2 Nuclear Power Plant. The States of Washington and Oregon participated in the exercise. Benton and Franklin Counties in Washington, and Morrow and Umatilla Counties in Oregon, also participated in the exercise. The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region X staff. A copy of this report will be provided to the States of Washington and Oregon by FEMA Region X staff.

There were no Deficiencies identified during this exercise. ,

There were, however, twenty Areas Requiring Corrective Action l and ten Plan Inadequacies identified. FEMA Region X staff will '

monitor the status of the corrective actions.

Based on the results of the September 13-14, 1994, exercise, the offsite radiological emergency response plans and preparedness for the States of Washington and Oregon and the affected local jurisdictions, site-specific to the WNP-2 Nuclear Power Plant, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken.offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
