Docket No. 50-263 License No. DPR-22 Commitments Conceming NRC Inspection Report 50-263/95003 for closure of NRC Generic Letter 89-10, " Safety-Related Motor-Operated Valve Testina and Surveillance" Generic Letter 89-10 (June 28,1989), " Safety-Related Motor-Operated Valve Testing and Surveillance" requested holders of operating licenses to provide additional assurance of the l

capability of safety-related motor-operated valves (MOVs) and position-changeable MOVs in safety-related systems. An inspection to verify the completeness of licensee commitments made in response to Generic Letter 89-10 was conducted by Sonia Burgess, and others of the NRC Region - Ill Staff, during the period of April 17 - 21,1995 (NRC Inspection Report No. 50-263/95003). During this on-site inspection, enhancements to the Monticello MOV Program (the Monticello program to address the issues and concems identified in Generic Letter 89-10 and its supplements) were identified. In order to support timely closure of Generic Letter 89-10 issues for the Monticello plant, the following commitments to the NRC are established to incorporate the identified enhancements:

1.

A minimum of nine (9) supplemental (non baseline) differential pressure tests will be performed prior to the end of the third refueling outage following this inspection. Information will be collected and assessed in accordance with the MOV program document.

2.

Periodic Verification frequency will be increased to once per cycle for Recirculation Pump discharge valve MO-2-53B until the performance margin can be increased to greater than 25E 3.

The stem lubrication degradation study will be enhanced by increasing the sample size from the present 6 tests to a minimum of 10 tests.
