This final report is in reference to the s ignificant de ficiency regarding our Quality Control program initially discussed in letter 2NRC-3-014, dated March 18, 1983, Interim Report - Significant Deficiency 83-0 2.

Duque sne Light Company has comple t ed its reins pe ct ion of the work pe rfo rmed by the Quality Control Inspector involved and other actions described in the attached report.

Pursuant to the requirements of 10CFR50.55(e), it is anticipated that a no further reports will be submitted to the Region 7 DUQUESNE LIGHT COMPANY E.1. \\p6 /W+

SUMMARY

Following this incident, it was then

-established that Conduit 2CX951BB had been accepted by QC Inspector "H" under the following conditions:

IMMEDIATE ACTION TAKEN r --

. Duquesne' Light Company notified the NRC Region I Of fice that an evalua-E tion under 10CFR50.55(e) wasiunderway on February 17, 1983.

Additional details.were provided to 'the Region I Of fice 'in Interim Report No.1 on QC Acceptance of Conditions Not Conforming to Inspection Plan Attributes and/or Drawings.

.' DESCRIPTION OF DEFICIENCY

' Failure of QC supervision to adequately check on the performance of an individual inspector involved in the verification of' conduit and associ-ated support ' ins t allation.

This failure was caused by a gradual ehf.f t in emphasis from QC field supe rvision to l QC ins pe ct ion s t atu s and scheduling.

ANALYSIS OF SAFETY IMPLICATION As desc ribed in our. letter 2NRC-3-040 dated July 6, 1983, Engineering evaluation of errors foun'd will be dealt with by our normal process, and a ' specific analysis related to ' this deficiency-will not be performed or reported.

No further omissions have been found.

This period of reinspection included approximately 300 wall sieeves and the application of a sample pr ogram based on MIL-STD-105D on welded studs, the 1ct size selected being found acceptable.
