-l l I. INTRODUCTION l l- l l The purpose of this procedure is to identify by name and/or title l l those individuals assigned to fill positions in the Emergency Response l l Organization (ERO). In general, other procedures discuss emergency l l actions and responsibilities in terms of position titles in the ERO, l ,'

l and the reader should refer.to this procedure.to identify the l individuals who fill those positions. This approach.is used in order

l i

l to minimize the number of revisions that are necessary when the normal l l- AP&L organization is changed or when assignments to the ERO are I f l -modified. -l 1

1 l-I II. NOTES AND PRECAUTIONS I l .

I 4 l . A. . The assignment of individuals to the ERO as identified in this ,l-j l procedure is intended primarily to aid.in the initial emergency l l response and may be modified during an incident. The Incident l-O

~

l Response Director will . notify members of the ERO of any changes l

j. 1 in assignments, but if necessary up-to-date information on ~ l

} l personnel assignments can be.obtained by contacting the IRD or 'l

l the Planning & Scheduling. Coordinator. I

! l l:

l B. This procedure identifies the individuals-with the primary .I

I responsibility for filling positions in the'ERO and provides,
l l where required, sufficient alternates to ensure that an '

I

! l individual can be contacted to~ fill._each position. However, for- l

{ -l protracted operations,~it may be necessary to' activate' additional l-(

l individuals to provide sufficient shift coverage. l' l

l 1 -l C. The phone numbers and_other-numbers-for contacting members.of.the l

! 'l ERO are provided in the Emergency Telephone Directory."'

INTRODUCTION l l 1 l This procedure describes the mechanisms for notification of the l l Emergency Response Organization in the event of an emergency at ANO, l l and the mechanism for the follow-on notification of outside l l organizations (i.e., government and industry) by AP&L when necessary. l l The notification mechanisms are based on the following concepts: l l l l A. The ANO Control Room shall notify the Little Rock Control Center l l (LRCC), which is manned 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
per day, and this center shall l l in turn be responsible for notification of the Little Rock l l Corporate Official (LRCO) per procedure 3. The LRCO upon being l l notified by the LRCC shall assume the position of Incident l l . Response Director (IRD) until the IRD or one of his alternates l l can be reached. l l l l B. The IRD, or the LRCO if the IRD or one of his alternates cannot l l be contacted, shall be responsible for determining on a l l case-by-case basis the extent of additional notifications that l

") are appropriate.

l l l . I l C. Members of the Emergency Response Organization (ER0) are l l responsible for notification of individuals reporting directly l l under them in the ERO. l 1 .

l l D. Notification of government and industry should be done by those l l AP&L individuals most commonly in contact with these groups. l l l l II. NOTES AND PRECAUTIONS , l l -

l l- A. The user of this procedure should refer to Procedure 1, l l " Assignment of Personnel to the Emergency Response Organization", l l for the names of the individuals assigned to fill positions in l-l the ERO. l l 1

i .

l B. The user of this procedure should refer to the Emergency _ l l Telephone Directory for the telephone and others numbers at which l-l members of the ERO can be reached. l l C. The user should refer to Appendix A, Communications Equipment l l Manual for detailed instructions on how to use radios, pagers, l

l and other emergency communications equipment. l l l l D. It is recommended that individuals responsible for making ~ l l notifications use figures contained in Procedure 1 to keep track l-Q V

I l COMMAND AND CONTROL l l

I I I. INTRODUCTION I

I I

l The purpose of this procedure is to describe mechanisms and l l requirements intended to assist in establishing command and control l 1 over an emergency response. Because of the ramerous groups expected l l to be involved in an emergency response, command and control of the l l response will be a major element required for success. l l

I l In part, establishment of command and control over an emergency l I response is facilitated by: l l

1 l A. A well-defined division of responsibilities; I l '

I B. A well-defined mechanism for transfer of responsibilities from I

) one group to another; l l

l l C. Frequent and accurate status reports on the emergency; and l I

I l D. A central, overall planning schedule for coordination of the l l response.

l This procedure provides guidance on each of these items. However, it l l should be recognized that other considerations in addition to the l l above items are usually required in order to a chieve command and I l control over an emergency respons,e.

l l 1. Use the key attached to this procedure located in the emergency l l cabinet, Room 261, in the ECC, to open the two doors on the I i telephone system cabinet labeled " Step One." One of these doors l l is on the front of the cabinet. The other door is on the rear of l l the cabinet, l

l I

l 2. Inside the door on the front of the cabinet is a floppy diskette l I

labeled " Emergency Software." First remove the normal software l l oiskette by pushing the long narrow bar on the disk drive. I I Insert the emergency software diskette into the drive with the O' I I label facing to the left. Make sure the diskette is all the way in and locked before closing the disk drive door. Place the l

l l

I normal software diskette in the jacket affixed to the door. I I

I l 3.

I Inside the rear door of the cabinet are two small cards mounted l about halfway down with two led's and a toggle switch on each l l card. Turn both of these toggle switches off. The red led's on l

I each card will turn on. After about five seconds, turn both l l toggle switches back on. The green led's on each card will turn l

I on.

1 I

I l

After this step has been completed, all telephones in the. l l

l building will be dead.

I It will take about two emergency software. The telephone system will restart after the minute to load the !

l l loading is complete.

l l

4. After two to three minutes, verify that the telephone system has -!

I restarted by listening to any telephone with a red faceplate for l ,

l l a dial tone. If there is not a dial tone, perform step three l l again.

1 l

I i

After the emergency software has been loaded and the telephone 1 l

I system has restarted, there will be an alarm in the telephone l system. .If this procedure has been performed during normal l I office hours, call extension 8400 and they can clear the alarm. I I Otherwise, the alarm can be cleared when the telecommunications l

) I technician gets on site. l l

l RESPONSE GUIDES / CHECKLISTS I I I l I. INTRODUCTION l 1

i l This procedure provides a listing of some of the activities that l l should be accomplished by the ERO personnel in the event of an l l emergency at ANO. These lists are provided as aids to help remember l l key items under the pressures of an emergency situation. Activities I i of the recovery organizations are covered in the Emergency Plan and l l its implementing procedures and are not presented here. I I I l II. NOTES AND PRECAUTIONS l 1 I l A. The lists are as comprehensive as possible, but are not !

I necessarily inclusive of all items. The user should not rely l l solely on these lists for identifying all of the items he or she l I should accomplish. I I

I I B. Items on a list are not necessarily in sequential order. The l l user should scan the entire list and prioritize activities as I

(] I appropriate to the situation, rather than necessarily perform the l V l items in the order listed. I I

I l C. Members of the ERO should not rely upon these checklists alone to l l determine the items they are responsible for. These checklists l l should always be used in conjunction with the other contingency l I plan implementing ~ procedures. l I

l EMERGENCY CONTROL CENTER EVACUATION l 1 1 I I I l I. INTRODUCTION l I I i This procedure addresses the activities related to the relocation of l l l the Emergency Response Organization to an alternate emergency response l l facility in the event that evacuation of the near-site Emergency l l l Control Center (ECC) is necessary. In general this procedure provides l l

l guidance for determining the' necessity for ECC evacuation, for l l maintaining command and control continuity, and for re-establishing a' l l functional emergency center at the back-up facility. l l l l II. NOTES AND PRECAUTIONS l l l l The mechanism for evacuating the near-site ECC is based on the l l following concepts: -

l 4

~

l l l

 • The ECC has been fully activated by the Emergency Response l l Organization, and/or the secondary Technical Support Center has l l been established at the ECC.

4 l

 • The responsibility for declaring an ECC evacuation rests with the l l Incident Response Director (IRD), or with the Recovery Manager in l f

l the absence of the IRD/IRD alternates. l 1 l l

 • The decision for ECC evacuation is based on the consideration of l l protective actions as a result of offsite dose projections and/or l 3

l ECC radiation alarms. l l l l

 • Unless an immediate evacuation is required due to a rapid l l deterioration of conditions, the ECC evacuation would usually l l occur in stages. Media and non-essential personnel in the Media l l Center and other radiologically uninhabitable areas may be l l required to evacuate first, followed by a secondary ERO group, l l cad then a. primary ERO group thus completing the ECC evacuation. l l The IRD, or the Recovery Manager as appropriate, will determine l l the exact schedules, priorities, and designation of groups and/or l l selection of personnel affected by the ECC' evacuation l
l declaration. -l l l

, l'

 • Transportation to the alternate ECC will be via personal and l l

.l available AP&L vehicles. Special transportation needs should be l l l directed to-the Logistics and Procurement. Coordinator. l

Guidance for determining the necessity for ECC evacuation is l l provided in Attachment 1. l l l l 2. Normal evacuation is a stepwise relocation of the ERO such l l that the Alternate ECC is activated and partially staffed l l before complete ECC evacuation. l O I l

l

3. An immediate evacuation is a rapid and complete evacuation of the entire ECC at once without delays.

l l

l l l l B. RESPONSIBILITIES / IMPLEMENTATION. l l l l 1. Declaration of an ECC evacuation and subsequent actions are l l to be determined by the IRD, or Recovery Manager as l l appropriate, after considering the following:
