INTRODUCTION l l 1 l This procedure describes the mechanisms for notification of the l l Emergency Response Organization in the event of an emergency at ANO, l l and the mechanism for the follow-on notification of outside l l organizations (i.e., government and industry) by AP&L when necessary. l l The notification mechanisms are based on the following concepts: l l l l A. The IRD, or the LRCO if the IRD or one of his alternates cannot l l be contacted, shall be responsible for determining on a l l case-by-case basis the extent of additional notifications that l

l 1 l A. INTERNAL AP&L NOTIFICATIONS l l l l 1. In the event of an incident requiring activation of the ANO l l Emergency Plan, the AN0 Control Room will notify the Little l l Rock Control Center (LRCC). This notification will occur l l for the initial declaration of an emergency action level l l (i.e., Unusual Event, Alert, Site Emergency, General l l Emergency) or whenever an emergency is upgraded from one l l emergency classification to another unless the IRD has l l relocated to the Emergency Control Center. l I I l 2. Upon being notified of an emergency at ANO, the LRCC shall l l immediately contact one (1) Little Rock Corporate Official, l l by using Procedure 3.

I l 3. Vhen notified of an emergency at ANO, the Little Rock l l Corporate Official shall contact the ANO Control Room or the l l Onsite Technical Support Center for a detailed appraisal of 4

l athenticate the LRCC's call. The LRC0 shall then try to l l contact the IRD or one of his alternates. When the ERO is activated l l and relocated to the ECC, the ECC shall serve as both a response l l center and a media center. The response portion of the ECC_shall l l serve as the primary location for coordination between AP&L and l 1 state, local,' and federal agencies. In addition, this portion of I l the ECC shall also serve as the central coordinating point for l l AP&L offsite radiological monitoring and as the primary location l l for coordinating both technical and non-technical support l l activities of personnel brought in to assist in the recovery. l l The media portion of the ECC shall be utilized for joint press l l conferences. l l The ECC shall be activated at a Site Area Emergency, or sooner as l l instructed by the DEC/ Recovery Manager. Activation of the ECC 1 l .shall be coordinated by the Facilities Maintenance Coordinator. l l Attachment 1 identifies actions to be taken for proper ECC .I l activation. l For an accident condition which would-require the evacuation of. l l the AND Administration Building, the ECC shall also serve as a l l secondary TSC and OSC. I l A. The telephone system in this building is designed to be converted from I i normal training usage to emergency usage in a fast and easy manner. l l
The following steps describe how to convert the telephone system. It l I is imperative that these steps be followed in the order outlined l l below.

l l 1. Use the key attached to this procedure located in the emergency l l cabinet, Room 261, in the ECC, to open the two doors on the I i telephone system cabinet labeled " Step One." One of these doors l l is on the front of the cabinet. The other door is on the rear of l l the cabinet, l

l 2. Inside the door on the front of the cabinet is a floppy diskette l I
labeled " Emergency Software." First remove the normal software l l oiskette by pushing the long narrow bar on the disk drive. I I Insert the emergency software diskette into the drive with the O' I I label facing to the left. Make sure the diskette is all the way in and locked before closing the disk drive door. Place the l
l l
I normal software diskette in the jacket affixed to the door. I I
I l 3.
I Inside the rear door of the cabinet are two small cards mounted l about halfway down with two led's and a toggle switch on each l l card. Turn both of these toggle switches off. The red led's on l
I each card will turn on. After about five seconds, turn both l l toggle switches back on. The green led's on each card will turn l

After this step has been completed, all telephones in the. l l
l building will be dead.
I It will take about two emergency software. The telephone system will restart after the minute to load the !
l l loading is complete.

- 4. After two to three minutes, verify that the telephone system has -!
I restarted by listening to any telephone with a red faceplate for l ,
l l a dial tone. If there is not a dial tone, perform step three l l again.

After the emergency software has been loaded and the telephone 1 l

Unless it is an extrae situation, AP&L personnel should not l l obtain additional personnel support from outside AP&L until the l I need for such work has beeri ovaluated by the Emergency Response l l Organization (ERO) as described in this procedure. The exception l l to this guidance involves non-AP&L personnel who may be onsite at I l the time of the emergency. These individuals may be requested to l l- provide immediate assistance without the prior approval of the l l ERO, but approvals for their sopport should be obtained as soon l I as practical in accordance with the mechanism described in this l procedure.

In general this procedure provides l l
l guidance for determining the' necessity for ECC evacuation, for l l maintaining command and control continuity, and for re-establishing a' l l functional emergency center at the back-up facility. l l l l II. NOTES AND PRECAUTIONS l l l l The mechanism for evacuating the near-site ECC is based on the l l following concepts: -

- The ECC has been fully activated by the Emergency Response l l Organization, and/or the secondary Technical Support Center has l l been established at the ECC.

- The responsibility for declaring an ECC evacuation rests with the l l Incident Response Director (IRD), or with the Recovery Manager in l f
l the absence of the IRD/IRD alternates. l 1 l l
- The decision for ECC evacuation is based on the consideration of l l protective actions as a result of offsite dose projections and/or l 3
l ECC radiation alarms. l l l l
- Unless an immediate evacuation is required due to a rapid l l deterioration of conditions, the ECC evacuation would usually l l occur in stages. Media and non-essential personnel in the Media l l Center and other radiologically uninhabitable areas may be l l required to evacuate first, followed by a secondary ERO group, l l cad then a. primary ERO group thus completing the ECC evacuation. l l The IRD, or the Recovery Manager as appropriate, will determine l l the exact schedules, priorities, and designation of groups and/or l l selection of personnel affected by the ECC' evacuation l
