Dear Administrative Judges:
This letter is submitted to the Appeal Board in accordance with the requirements of the McGuire decision.
On February 18, 1984 and March 14, 1984, Commonwealth Edison Company nonconformance reports (NCR) were issued regarding discrepant welds in cable pan hangers supplied by Systems Control Corporation.
Systems Control Corporation has been.a supplier of cable pan hangers to both the Company's Byron and Braidwood sites.
Earlier nonconformance reports regarding this matter were issued beginning in 1977 at Byron..When we learned of the February 18, 1984 NCR, we also determined that-there were.two open NCRs on_the same-subject; one issued at Braidwood in late December, 1982 and one issued at Byron in September, 1983.
Hatfield Electric Company, the electrical contractor at Byron, has also issued nonconformance reports

Administrative Judges March 14, 1984 Page 2 The NCR issued at Braidwood regarding discrepant cable pan hanger we]ds was evaluated in writing on February 17, 1984 by Sargent & Lundy, the Company's architect-engineer for both Byron and Braidwood.
The evaluation concluded that the cable pan hangers met design requirements without any necessity for repair. The Company expects to re-solve the adequacy of the welds in Systems Control Corporation cable pan hangers at Byron in the near future.
The NRC Staff is currently inspecting this same issue.
The statements found at page 23 of Commonwealth Edison Company's Initial Brief to the Appeal Board dealt with items furnished by_ Systems Control Corporation.. However, the statements in the brief (which are a paraphrase of paragraphs D-104 and D-442 of the Licensing Board's initial decision) should now be read as excluding the weld discrepancies described in the open nonconformance reports.
