Letter to Mr. Zwolinski dated 2/28/95 Information Notice 95-14 Failure of Containment Sump Valves.for MP-2
-Dear Mr. Zwolinskit As a supplement to my previous letter of 2/28/95, I request the NRC also provide the information given the event described in Information' Notice 95-14 for Millstone Unit 2.
The Information Notice postulates a total loss of cooling after 45 minutes and a containment failure.
Seeing the NRC has already admitted the possibility of the event, I'do not want a discussion of probabilities or that the valves have been repaired.
This failure mechanism has existed since the startup of MP-2 (about 20' years) and one can not help but wonder what other time bombs (i.e. Rosemount transmitters, condensate pots, fire protection, core shrouds, counterfeit parts, etc.) are ticking away at these plants.
Please provide the same type of dose and dose rate information requested in my previous letter. Also please provide the analysis that assures continued compliance with the limits specified by 10 CFR Part 100.
I also request an evaluation of the impact on the operation of the other two plants located on the Millstone site.
I also request a statement from the NRC that Millstone is in compliance with every NRC regulation especially as related to motor operated valves.

Millstone concluded that every safety related motor operated valve is operable as defined by the plant Technical Specifications and Generic Letter 91-18? Again, I am not requesting compliance with industry guidance but t
compliance with NRC Regulations and the Technical Specifications for operability.
