INTERIM REPORT SIGNIFICANT CONSTRUCTION DEFICIENCY NO. 102

" FAILURE TO INSTALL T;MLS AND SHEAR BLOCKS" INTRODUCTION This report is submitted pursuant to 10CFR50.55(e). It describes the problem of not installing dowels and/or shaar blocks on the emergency feedwater pumps and the emergency diesel generntors.

To the best of our knowledge, this deficiency has not reported to the USNRC pursuant to 10CFR21.

DESCRIPTION OF PROBLEM Thrcugh an internal design review around February 7,1984, it was discovered l that the dowels and/or shear blocks required by vendor's seismic analysis had '

not yet been installed on the emergency feedwater pumps and the emergency i diesel generators. l SAFETY EVALUATION These dowels and/or shear blocks are required by the vendor's seismic analysis, which is available in the Seismic Qualification Review files. We believe that this event is reportable because there is no assurance that this equipment would have performed its required safety function following a design basis carthquake without the installation of these dowals and/or shear blocks.

CORRECTIVE ACTION A review of safety related pumps and rotating r.achinery has been conducted pertaining to the vendor's seismic analysis. The only exceptions to these analyses is on the emergency diecel generators and emergency feedwater pumps.

CIWA's No. 840838 and 840839 have been generated to install the dowels and-shear blocks on the emergency diesel generators.and the emergency feedwater pumps.

A final report will be submitted on or before April 6,1984.
