Dear Mr. Denton:

The following documents the telephone conference of March 8, 1984, between Dr. A. Bournia, et al, of the Nuclear Regulatory Commission and C. W. Schroeder, et al, of Commonwealth Edison Company with regard to RHR and RCIC high/ low pressure interface boundary as presented in Reference (a).

The NRC Staff questioned the possibility of inadvertent full l

opening of valve 2E12-F051A with rated reactor pressure applied to one side and the resultant effect on the low pressure piping downstream.

l CECO indicated that a full open on valve 2E12-F051A would result l

l in no detrimental effect on the low pressure piping because:

The type valve used for 2E12-F051A is similar in design to a DRAG valve.

This type valve is constructed such that it reduces the pressure across the open valve to a value of less than the design value of the piping downstream.

2.

Should the piping pressure be exceeded, relief valve 2E12-F055A will open and discharge steam to the suppression pool at a rate of approx. 186,000 lb./ min.

3.

This value is below the design value of 300,000 lb./ min.
