Dear Mr. Keppler:
This letter is to inform you that I have approved the Perry Nuclear Power.
Plant (PNPP) Quality Assurance Plan for the operations phase as described in Chapter 17.2 of our Final Safety Analysis Report. My approval is to expedite development of procedu::es and instructions during the transitory phase as described below.
During the pre-operational testing phase, a transition from the Construction Quality Assurance. Program to the Operational Quality Assurance Program will be accomplished.
It is the PNPP Project's goal to implement many portions of the Operations Quality Assurance Program as early as possible during this transition. Therefore, the Quality Assurance Plan (and supporting procedures and instructions) will be in effect as safety-related systems, components and structures are turned over to our Perry Plant Department. The scope of activi-ties that can be performed will increase as the prograt is developed beyond that which is required to accept system, components and structures.
By starting to implement the Operations QA Program now we will assure program completion and adequacy ninety (90) days prior to fuel load.
A copy of the Operations QA Plan has been given to the NRC Resident Inspector for his information; Very truly yours, h*
