DPR-42 50-306 DPR-60 Response to IE Bulletin No. 83-07: Apparently Fraudulent Products Sold By Ray Miller, Inc.

In response to IE Bulletin 83-07, the results of our review and investiga-tion indicate that the Prairie Island Nuclear Generating Plant, Units 1 and 2, have not been the recipients of fraudulent products sold by Ray Miller, Inc.

IE Information Notice 83-01 Supplement 1, Attachment 1, documented the customer list of Ray Miller, Inc. , during the period of 1975 to 1979 and designated those organizations that received fraudulent material. A review of the list indicated that there were eight suppliers that could have sent material to Prairie Island, only one of which was designated as c receiver of fraudulent material. This supplier, Brown Tank, did indeed supply tanks to NSP during the late 1960's and early 1970's. Review of the receipt document-ation shows no indication that material used in fabrication of these tanks was supplied by Ray Miller, Inc.

The lists provided with IE Bulletin 83-07 and two supplenents were reviewed to determine if there were any recipients of Ray Miller, Inc. raaterial that could have supplied material to Prairie Island. This review and investiga-tion indicated that there were no apparent suppliers listed that would have supplied Ray Miller, Inc. material.

An additional review program was undertaken at Prairie Island to further verify that no f raudulent Ray Miller material had been shipped to the site.

All purchase orders and receipt inspection documentation were reviewed, for the time period 1975 to 1979, to ascertain if any material supplier or I

This review indicated that no Ray Miller, Inc. material was supplied to Prairie Island from 1975 to 1979.

Although the following purchase activity occurred well before 1975, it is provided for information. RECO Industries, Inc. (formerly Richmond Engi-neering Co. , Inc.) informed Westinghouse that Pressurizer Relief Tanks (PRT) built by them and supplied to Westinghouse for Prairie Island con-tained material which was procured from Ray Miller, Inc. The PRT is classified as non-nuclear safety-related and does not perform any safety function, mitigate the consequences of an accident, nor is it part of the RCS pressure boundary.

Furthermore, Ray Miller, Inc. is not, and has never been, on the NSP Approved Vendor List. Receipt inspection personnel have been alerted to watch for material that might still be stocked on supplier's shelves.
