At Tr. 08861, Mr. Donald Lewis of Bechtel presented testimony concerning a buried, control-room pressurization pipe which was to be evaluated for the possibility of corrosion due to stray welding currents. The attached report of Bechtel contains such an evaluation, and finds that corrosion because of stray welding currents is not of concern with respect to this pipe.

_SCRE 12 M-'2 Bechtel Project Engineering's response to Consumers Power Company Safety Concern and Reportability Evaluation (SCRE) 12 (Com 084409) indicated that all buried, safety-related, stainless steal lines had been identified, inspected, and evaluated for reportability. A subsequent investigation has identified another buried, safety-related, stainless steel line (1"-OCCC-001).
In light of this discovery, you are requested to address the following:

This response supersedes project engineering's complete response dated January 6, 1984.

The actual corrective cetion taken to eliminate stray weldinc current was addressed in a memorandum to all welders, which outlined the requirements for grounding welding machines when welding in the yard. This memorancum was issued at the jobsite on March 31, 1981, and was subsequently added to the General Jhk Guidelines for Welders.
All new welders are required to read the guidelines and sign to acknowledge their understanding of the content.

The date of corrective action implementation was March 31, 1981.

Line OCCC-1 was installed January 15, 1981, and pneumatically tested at 2,750 psig or. January 28, 1981. Review of daily field engineer reports for se:1s work at the jobsite indicates that line OCCC-1 wa: not backfilled until after April 2, 1981. This was after the memorandum outlining the requirements for grounding welding machines was is ued, thus reducing the chance of stray welding current corrosien.
Borated water storage tank discharge lines 18"-1HCB-1, 18"-1HCB-2, 18"-2HCB-1, and 18"-2HCh-2 have been excavated and inspected in the area close to the plcnt grounding grid.
The location was chosen as the likeliest to have experienced corrosion.
The inspection disclosed no evidence of corrosion. Thus, it is concluded that the likelihood of corrosion is low for other lines, i
specifically for line OCCC-1.
Line OCCC-1 is the fill line for control room pressurization tanks OVT-28A and OVT-28B. These tanks are equipped with a common pressure indicator, OpI-6581A, and a low-pressure alarm.

f ailure.ind leakage at pressure, the pressure indicator and alarn would it ediately indicate to operating or test personnel that action it required.
I Because the likelihood of :orrosion is low and a failure woulc be readily detectable, no further inspection or evaluation of installed line OCCC-1 is necessary.
