This le t te r is in response to your January 23, 1984 letter to our Mr. E. F. Kurtz, Manager of Regulatory Af fairs,
which referenced a January 12, 1984, telephone convers ation between Mr. V. Thomas of the NRC staf f and Mr. W. Provencher of Stone and Webster Engineering Corporation (SWEC).
Your statement in the January 23 letter that " cab le procured from the Rockbestos Company for Beaver Valley Unit 2 required only to comp'.y with ICEA Standard Tes t Values" was is incorrect in its scope.
The January 12, 1984 telephone correersation between Mr. Provencher and Mr. Thomas specifically concerned Purchase Orde r No. 2BV-816A for 600 Volt Shielded Control Cable and the Accelerated Water Absorption Test, Electrical Method (EM-
- 60) as desc ribed in ICEA S-66-524, Sect ion 6.6. 2.
Per the s peci fication for 2BV-816A, the vendor was only required to meet or exceed the ICEA requirement s for the EM-60 t es t.
Specifically, this includes a stability factor af ter 14 days.

The vendor, however, guaranteed a stabil-ity facto r after 14 days of 0.5 in his bid proposal.
Some c ab les on the 2BV-816A order were found to have a ' s t ab i lity f acto r after 14 days of 0.6.
SWEC reviewed this deviction from the vendor's guarantee at the time it was discovere1 and concluded that a value of 0.6 for the stability factor'after
