Operating License No. DPR-50 Docket No. 50-289 Technical Specification Change Request (TSCR) No. 252, Revision 1 Removal of Makeup and Purification and Chemical Addition Systems Requirements from Technical Specifications In accortlance with 10 CFR 50.4(b)(1), enclosed is Technical Specification Change Request No. 252, Revision 1. This revision supersedes TSCR No. 252, previously submitted on May 17,1995 (C311-95-2225).

Also enclosed is a Cenificate of Service for this request certifying service to the chief executives of the township and county in which the facility is located, as well as the designated official of the Commonwealth of Pennsylvania, Bureau of Radiation Protection.

The purpose of this TSCR is to request removal of Technical Specification Section 3.2, Makeup and Purification and Chemical Addition Systems, requirements and Bases from the Technical Specification. The pertinent design requirements and bases of this Technical Specification section are being incorporated into a licensee-controlled document (TMI-l Updated Final Safety Analysis Report). This proposed change is consistent with the Standarti Technical Specifications for Babcock and Wilcox Plants, NUREG-1430, July 1992, since Makeup and Purification and Chemical Addition System requirements are not specified in these Standard Technical Specifications. The pmposed change is also consistent with NRC Commission guidance for the content of Technical Specifications issued in its " Final Policy l Statement on Technical Specifications Impmvements for Nuclear Power Reactors" (" Final j Policy Statement"),58 FR 39132 (July 22,1993), which has recently been codified in a 19,1995, 60 FR 36953.

r It is requested that the amendment authorizing this change be issued by September 22,1995 to support TMI-l Cycle 11 startup (October 1995). This will preclude the need for an  !

emergency technical specification change request to revise the boron storage volume and i concentration requirements to be consistent with the specific Cycle 11 core reload evaluation.

t Pursuant t'o 10 CFR 50.91(a)(1), enclosed is our analysis, applying the standards in 10 CFR 50.92 to make a determination of no significant hazards considerations.
