Dear Mr. Norelius:

This letter is to confirm receipt of your letter of February 16, 1984 which concerns the Reportable Event of December 29, 1984 and Mr. Kenneth Ridgeway's subsequent inspection regarding the matter.

We were disappointed to receive as high as a Severity Level IV Notice of Violation -- not because we disagreed with the seriousness of the matter, but because we felt that the procedural changes to prevent the detector from being left disconnected again were being implemented in a timely manner.

Regarding the other matter in your letter, concerning the upgrading the radiation procedures, we agree that they generally need to be re-written.

As you probably know, we are currently going through the re-licensing process. Thus, we are presently doing an almost complete re-writing of the Technical Specifications and Safety Analysis Report.

Since those documents and the Standard Operating Procedures complement each other, it is advisable to have the former documents at least nearly done prior to any major revision of the SOP's.

The Reactor Engineer and the Electronics Technician have been as-nigned the responsibility to review and re-write the 600 series of SOP's related to radiation procedures. The campus Health Physicist will also assist with this matter. Our schedule is to have the first draft done by Monday, April 9 and to have them completed and in effect by Friday May 11.
