CHANGE 95-03, " OPERATION WITH A ROD URGENT FAILURE CONDITION" j In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change addresses operation with a control rod urgent failure condition including limited operation with one control or shutdown bank inserted below its insertion limit. The surveillance for verification of rod j movement capability on a monthly basis has been revised to be a quarterly l requirement. j i

This proposed TS change is similar to the TS change requested by Virginia Electric Power Company's North Anna Power Station, Units 1 and 2 that was  ;

submitted to NRC on March 18,1993, and approved by NRC on  ;

March 1,1994.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to  ;

10 CFR 50.92 is provided in Enclosure 3. l As indicated in Enclosure 2, additional checks are to be performed to ensure that the affected accident analysis remain bounding given the proposed TS change criteria. These checks are scheduled to be completed for the remaining Unit 2 Cycle 7 core in August 1995. The Unit 1 checks are to be completed

Thus, NRC j approval of the proposed TS change is not requested until after the Unit 1 -l Cycle 7 refueling outage scheduled to start on September 9,1995. d TVA requests a 45-day implementation period for this TS change'following issuance.Please direct questions concerning this issue to Keith Weller at (615) 843-7527.'
