i VOGTLE ELECTRIC GENERATING PLANT PHYSICAL SECURITY AND CONTINGENCY PLAN AMENDMENT NO. 28 Ladies and Gentlemen:

In accordance with 10 CFR 50.54 (p) and 10 CFR 50.4, Georgia Power Company hereby submits three copies of Amendment 28 to the Vogtle Electric Generating Plant (VEGP)

Unit 1 and Uit 2 Physical Security and Contingency Plan (the Security Plan). By copy of 1

this letter two copies of Amendment 28 are being provided to the NRC Region II office.

This revision incorporates the following: changes to security and non-security personnel job respo tsibilities; weapons and ammunition issuance clarifications; and updates to both the Plar'. Entry and Security Building (PESB) figure, and the protected area / vital area (PA/Vli) site security plan figure. These figures have been updated to reflect the deletion of an unnecessary intrusion detection zone, the current type of vehicle PA entrance gate utilized, and the addition of the alternate PESB and its appropriate intrusion detection zones. provides the description and justification for the changes, enclosure 2 gives insertion instructions, enclosure 3 contains Amendment 28 pages, and enclosure 4 is the new effective page list for the VEGP Physical Security and Contingency Plan. The information contained in enclosure 3 is safeguards information and should be withheld h',

Section 3.1, " Establishment of the Security Organization" This change reflects an additionaljob responsibility for the security organization. This change will allow selected security personnel to perform i

minor system maintenance (tool pouch) work.

1 Justification: The security individuals involved will be given the necessary training to perform their assigned duties and their maintenance work will not conflict with their responsibility to protect against radiological sabotage.

ChangA Section 3.2.1.5 " Nuclear Security Specialist" Deletes the responsibility to assist in the review of training lesson plans.

Jystification: This is no longer a respc y of the nuclear security specialist position.

Change:

Section 3.2.1.7 "Watchperson(s) (Non-Security Personnel)"

This change adds the definition and responsibilities of a non-security watchperson(s).

Justification: This individual (s) will be trained and qualified to perform specific security compensatory measures. While this individual (s) is performing a security compensatory function, the individual (s) shall only take direction from, and report to, the Security orgamzation.

Change:

Figure 3-2 " Plant Security Organization" This change adds the non security personnel watchperson(s) to the 1

organizational chart; retitles the security clerical positions, and to whom one of the clerical personnel reports.

Justification: This change reflects the current security organization which continues to meet regulatory requirements.

Change:

Section 3.6.2 " Weapons and Ammunition" This change adds paragraph "C".

Justification: This paragraph describes ammunition requirements regarding rifle issuance and continues to be in compliance with regulatory requirements.

Change:

Figure 4-1, " Protected / Vital Area Site Plan" Intrusion detection zone 7-2 is deleted; the type of vehicular eccess gate is being updated; and the alternate PESB and it's associated intrusion detection zones are being added to this drawing.

Justification: This change deletes intrusion detection zone 7-2 since it is covered by an existing zone. The new type of vehicle PA entrance gate is updated from a sliding gate to a swing gate; the swing gate provides the same level of protection as the old sliding gate. The alternate PESB and its applicable intrusion detection zones are being added to this drawing. This is a drawing update only. The alternate PESB building addition and associated intrusion i

detection zones have already been provided and approved in a previous Security Plan amendment.

Change :

Figure 4-4, " Plant Entry and Security Building" i

Justification: This change deletes the same zone which was deleted from Figure 4-4.

SAFEGUARDS INFORMATION LETTER OF INSTRUCTION l

1.

When not in use Safeguards Information shall be atored in a ateel cabinet with a locking har and a U.S. General Service Administration' (CSA) approved padlock or in a GSA approved security container, other repositories which provide comparable protection may be used.-

2.

All Safeguards Information signed out from Southern Nuclear Operating

Company-Vogtle Document Control must be returned at the end of the work day.

3.

Safeguards Information shall be controlled by the user while out-of the storage container.

4 Unprotected material'shall not be left unattended.

It shall be kept in the individual's possession at all times while in use.
